BUS SERVICE

Millersville University students can ride the local RRTA (Red Rose Transit Authority) with a valid ID. In addition, they travel throughout Lancaster County for a nominal transfer zone charge. The buses run seven days a week, stopping at several housing complexes in the surrounding area, local shopping centers, the train station and several key points on campus. RRTA will also have a bus that circles the campus and returns to the SMC every 15 minutes Monday - Friday. This office is the one to go to for internships, cooperative education, community service, and service-learning.
Experience the MU Link to Success

The Community and Academic Partnerships Office (CAP) provides the opportunity foe students to “experience the link to success.” This can be done through internships, cooperative education (co-ops), community service and/or service-learning. All of these programs let you apply what you are learning on campus to a non-academic environment.

Internships and co-ops are work experience in your major (or minor) that let you earn credit toward graduation. Last year 431 students earned 1400 credits and $916,637.

You can be part of this win-win program if you have completed 24 credits (12 if you are a transfer or second degree student), have a 2.0 g.p.a. and permission of your department. Some departments require a higher g.p.a. or specific courses for eligibility.  As with all courses there are requirements such as a paper.  To learn more about doing an internship complete the online orientation on our website at www.millersville.edu/~cap.

Our staff is committed to help students find quality work experiences regardless of their interests.  Students have in fields from a-accounting to z-zoology.  Employers include large and small business, and governmental and human services agencies.  Students have also worked in places as diverse as Millersville and Mozambique.  We encourage students who study abroad to enrich their experience with an internship as one of their courses.

Service to the community does not have to be part of your academic experience.  Our Community Service Coordinator will help you find short or long term service opportunities to meet your interests and talents.  MU students mentor and tutor children, visit the elderly, build for Habitat for Humanity and meet many other needs in the community.  You can also participate in on-campus service projects.  Learn leadership skills and build your resume while you help others.

Service –learning is when your professor includes the opportunity for you to participate in a community service activity related to the course you are taking.  You will be able to see the relationship between your education and your ability to make your community a better place to live.  The CAP office works with faculty and community organizations to make service-learning possible.

COSTUME RENTAL SHOP

Millersville University 's Costume Rental Shop provides costumes for individuals, groups and organizations both on and off campus. The shop maintains an extensive collection of more than 12,000 theatrical costumes representing time periods from the Renaissance to the present and includes many specialty costumes such as holiday, storybook and fantasy characters. 

The Costume Shop offers student rates as well as specially reduced rates for students requiring costumes for class projects. The shop, located in the basement of Hobbs Hall, employs MU students and is open year round.  A clothing alteration service is also available.

COUNSELING SERVICES

Counseling services are offered by the Center for Counseling and Human Development. All services are provided free to Millersville University students to enhance their individual potential. 

Center for Counseling & Human Development 

The Center for Counseling & Human Development offers students the opportunity to discuss any matter freely, in a confidential, professional setting, at no cost. Licensed psychologists help students' problem solve, reach greater self-understanding, and manage personal difficulties more effectively. A Certified Addictions Counselor provides assessments and counseling for alcohol and other drug problems. Individual counseling, workshops, group experiences, and consultations are available. All services are confidential.

DINING SERVICES

University Dining Service is operated for the convenience of students and guests of the University. Although the University depends on the good judgment of students to keep a pleasant atmosphere in the dining rooms and retail operations, a few rules are in effect:

   1. Students eating in the dining rooms and retail operations should be reasonably well-dressed and well-behaved so their appearance and conduct are not offensive to other students or visitors.
   2. Shoes and shirts must be worn at all times in both dining halls and the retail operations.
   3. Smoking is not permitted in any University building.
   4. Food served in the dining halls must be eaten on the premises unless you participate in an "Express Meal"at the North Side Bistro .  No food or beverages may be taken from the dining halls without prior permission of the supervisor in charge.
   5. People eating in the dining halls must have a current photo ID meal card, a temporary meal card, or must purchase their meals.  Tickets for guests may be obtained at the entrance to either dining hall.  Meal plan prices are subject to change with the approval of the Council of Trustees.

The Dining Services staff is charged with enforcing the regulations and is authorized to refuse to serve violators.

Guest meals: Students who have friends or family visiting Millersville are welcome to invite them to share meals at the Upper Deck of Gordinier Hall or the North Side Bistro at Lyle Hall. Guest meal tickets may be purchased at the entrance to either dining hall.  Students have two guest meals per semester on their meal plan, or may use their "Flex Dollars"or Marauder Gold to pay for guests.

The Upper Deck at Gordinier Hall and Northside Bistro at Lyle Hall generally serves students living in its vicinity:  Harbold, Diehm, Burrowes, Hull, Lenhardt, Shenks and Reighard Halls and students living in off-campus housing. Residents of Bard, Gilbert and Gaige Halls are encouraged to dine at the North Side Bistro at Lyle Hall.

The Cove , a combination deli/pizza/convenience store with its own dining room, is located at Lyle Hall. Made-to-order deli sandwiches, fresh dough pizza, snacks and beverages are offered. FINANCIAL AID

The Office of Financial Aid assists students in applying for grants, scholarships, loans, and campus employment. Three basic types of financial aid are available. They are: 

Students desiring financial assistance must complete a Free Application for Federal Student Aid (FAFSA). Forms are available online at http://www.fafsa.ed.gov .

Students may also check their financial aid status online through the MAX system by accessing http://www.millersville.edu and clicking on the MAX icon.

Maintaining Financial Aid Eligibility

FINANCIAL AID ACADEMIC PROGRESS POLICY

In order to receive federal and state student financial aid, a student must pass a prescribed number of NEW CREDITS each academic year. For federal student aid (also known as Title IV aid), this policy includes all degree-seeking students , regardless of receipt of federal aid. Federal student aid includes Federal Pell Grant, Academic Competitiveness Grant (ACG), National Science and Mathematics Access o Retain Talent (SMART) Grant, Federal Supplemental Educational Opportunity Grant (SEOG), Federal Perkins Loan, Federal Work-Study, Federal Stafford Loan, and Federal PLUS Loan. For state aid, this policy includes only those students who have been awarded a PA State Grant.

A NEW CREDIT is defined as a credit for which the student has not previously passed with a grade of A, B, C, D, D-, or pass.

PLEASE NOTE: Students who receive financial aid during the summer sessions may have a greater credit requirement. Please contact the Office of Financial Aid for additional information.

Failure to pass the prescribed number of NEW CREDITS during an academic year will result in the student losing his/her eligibility for financial aid. Neither courses in which students withdraw ('W' grade) nor receive an incomplete ('I' grade) will count as earned credits toward the required number of new credits. Those students enrolled in developmental courses should contact the Office of Financial Aid to determine how these courses are counted for the purpose of academic progress. Summer session courses taken prior to the academic year in review do NOT count toward the required number of new credits.

Students who are ineligible to receive aid due to academic progress will be notified by mail at the conclusion of the spring semester, after grades have been posted. Students will have the opportunity to appeal the decision based on extraordinary circumstances or he/she may make up the credits without financial aid during the winter and summer sessions.

Maximum Student Aid Payments

PA State Grant — There is a maximum of 8* award payments for full-time undergraduate students.

*Equivalent maximum payments and semesters have been established for students who are less than full time.


Maximum Length of Program and Eligibility to receive Federal Financial Aid

Federal Regulations state that a student must complete his/her undergraduate program in 150% of the time of the scheduled length of the program. The standard length for students pursuing an undergraduate degree at Millersville University is the equivalent of 120 credits.  Regardless of receipt of any federal financial aid during the undergraduate program, a student may only receive federal financial aid [including Federal Pell Grant, Academic Competitivness Grant (ACG), National Science and MAthematics Access to Retain Talent (SMART) Grant, Federal Supplemental Educational Opportunity Grant (SEOG), Federal Perkins Loan, Federal
Work-Study, Federal Stafford Loan, and Federal PLUS Loan] up to 180 credits attempted.
 Courses in which the students withdraw or receive an incomplete will count toward the number of attempted credits. The Office of Financial Aid will notify students when this credit limit is reached.

Transfer Students - All transfer credits accepted by Millersville will count toward the 180-credit limit.

Academic Dismissal

A student who is dismissed from Millersville University for academic reasons will be eligible for financial aid only if they have met the prescribed number of credits for academic progress at the time of the student's initial semester of re-entry to Millersville University .

Withdrawing/Leaving MU - How it will affect your financial aid

RETURN OF FEDERAL FINANCIAL AID

As part of the Higher Education Amendments of 1998, Congress passed new provisions governing what must happen to your federal financial assistance if you completely withdraw from school in any semester. This change of policy went into effect at Millersville University beginning with the Fall 2000 semester. The policy governs all federal grant and loan programs, including Federal Pell Grant, Federal SEOG, Federal Perkins Loans, Federal Stafford Loans and Federal PLUS Loans, but does not affect Federal Work-Study.

In general, the new law assumes that you “earn” your federal financial aid awards directly in proportion to the number of days of the term you attend. If you completely withdraw from school during a term, the school must calculate, according to a specific formula, the portion of the total scheduled financial assistance you have earned, and are therefore entitled to receive, up to the time you withdrew. If you receive (or the University receives on your behalf) more assistance than you earn, the unearned excess funds must be returned to the Department of Education. If, on the other hand, you receive (or the University receives on your behalf) less assistance than the amount you have earned, you may be able to receive those additional funds.

The portion of your federal grants and loans you are entitled to receive is calculated on a percentage basis. Once you have completed more than 60% of the semester, you can be said to have earned all 100% of your assistance. In other words, your financial aid will not be adjusted.   Please note that withdrawing from the university will have an effect on your future financial aid eligibility. See the previous section on Maintaining Financial Aid Eligibility .

Your withdrawal date will be determined by the University as:

(1) the date you began the University's withdrawal process (as described in the Schedule of

Classes) or the date you officially notified the Registrar of your intent to withdraw;

(2) the midpoint of the semester if you withdraw without notifying the University; or

(3) your last date of attendance at an academically-related activity as documented by the University.

If you have received excess funds that must be returned to the government, the University shares with you the responsibility of returning those excess funds. The University's portion of the excess funds to be returned is equal to the lesser of (1) the entire amount of the excess funds, or (2) your total tuition and fee charges multiplied by the percentage of unearned funds.

If the University is not required to return all of the excess funds, you must return the remaining amount (any loan funds that you must return must be repaid according to the terms of your promissory note). If you must return any grant funds, the law provides that the amount you must repay is to be reduced by 50%. This means that you only have to return half of any excess funds you receive. If the return of the unearned federal assistance causes any portion of your tuition and fees to become uncovered, the University will bill you. In such cases, you will be required to make arrangements with the Bursar to pay the balance.

Any award money you have to return is considered a federal grant overpayment. You must either repay that amount in full or make satisfactory arrangements with either the University or the Department of Education to repay the amount. You must complete these arrangements within 45 days of the date of the University's notifying you of your overpayment status or risk losing your eligibility for further federal financial assistance.

When the total amount of unearned aid is greater than the amount returned by Millersville from the student's account, the student is responsible for returning unearned aid to the appropriate program(s) as follows:

*Loan amounts are returned in accordance with the terms of the promissory note signed by the student

**Amounts to be returned by the student to federal grant programs will receive a 50% discount.

Exception: no program can receive a refund if the student did not receive aid from that program.

The percentage of Title IV aid unearned (the amount to be returned to the appropriate aid program) shall be 100% minus the percent earned.

Unearned aid shall be returned first by Millersville University from the student's account calculated as follows: 

Total institutional charges X percent of unearned aid + amount returned to program(s)

1. Refunds and adjusted student statement bills will be sent by the Bursar's Office to the student's home address on file in the Registrar's Office following withdrawal. Students are responsible for any portion of their institutional charges that are left outstanding after Title IV funds are returned.

Institutional and student responsibilities in regard to the return of Title IV funds:

a.) Millersville's responsibilities in regard to the return of Title IV funds include:

i .) providing each student with the information given in this policy;

ii.) identifying students who are affected by this policy and completing the

Return of Title IV Funds calculation for those students;

iii.) returning any Title IV funds that are due to the Title IV programs.

b.) The student's responsibilities in regard to the return of the Title IV funds include:

i .) becoming familiar with the Return of Title IV policy and how complete withdrawal affects eligibility or Title IV aid;

2. The fees, procedures, and policies listed above supersede those published previously and are subject to change at any time.

3. Any notification of a withdrawal or cancellation of classes should be in writing and addressed to the Registrar's Office.

RETURN OF STATE FINANCIAL AID

The following policy applies for those students who receive a PA State Grant and change enrollment status [full-time (12 or more credits), part-time (6-11 credits), or less than half-time (1-5 credits)] or completely withdraw from the University during the first 5 weeks of classes:

If a student initially enrolls in classes but withdraws, drops credits, takes a leave of absence, or is terminated (suspended or dismissed) prior to the end of the term, a refund to PHEAA of all or a portion of the State Grant may be required. 

When a student (full-time or part-time) withdraws or drops to less than half-time (or otherwise ceases to be eligible for State Grant aid) before the end of the term and before State Grant funds have been credited , the student is not eligible for any portion of the term disbursement, regardless of the date on which the student withdrew. Similarly, an increase in the award for the term cannot be credited after the student has withdrawn or dropped to less than half-time status during the term.

When a student drops from full-time enrollment (12 or more credits) to part-time (6-11 credits) after State Grant funds have been credited and during the first 5 weeks of the term , the PHEAA State Grant must be adjusted to the part-time award amount. The overpayment of the State Grant must be returned to PHEAA by the University.

When a student drops from part-time (6-11 credits) to less than half-time (1-5 credits) or completely withdraws from the University after State Grant funds have been credited and during the first 5 weeks of the term , a percentage of the monies must be returned to PHEAA based on the following refund calculations:

HEALTH SERVICES

Health Services, located in the Witmer Building at 4 McCollough Street (on the corner at N. George Street), is staffed by 2 physicians, 8 registered nurses and two secretaries. All registered students are eligible to use Health Services. An entrance physical examination is required. The entrance physical is to be completed by the student's family physician/practitioner or one of his/her choice prior to the start of classes at Millersville University. Failure to comply with this requirement will result in the student's grades and registration material being put on hold until the physical is received.

Students’ health information is confidential and will not be disclosed unless the student gives permission or there is a life-threatening emergency. Health Services is HIPAA compliant. 

Non-urgent care is provided by a nurse on a walk-in, first-come first-served basis and treated in consultation with a physician or referred to the appropriate healthcare facility. In-patient care may be offered.

Health Services provides limited medications free of charge. Other medications ordered by University physicians require payment. Some orthopedic appliances, such as crutches, canes, splints, etc., are available on loan. Others are offered at cost for the student's convenience. 

Allergy injections may be given according to protocol and only when a physician is present in the building.

There are no charges for office visits, but there may be some charges for laboratory tests, some physical examinations, injections, routine gynecological exams not associated with illness and immunizations.

Lab tests can be performed by Health Services or sent out to a private lab (which can bill private insurance) on order of the appropriate staff.

On a limited basis, some physical therapy treatments (whirlpool, ultrasound, hot packs) are available at Health Services by order of the staff.

Minor procedures can be performed at Health Services and may require an appointment. They include suturing, wart removal, other minor surgical procedures, removal of wax from ear canals, resting EKGs, and other services. 

Susquehanna Valley Pregnancy Service is also available at Health Services on most Tuesday evenings from 6:30 to 8:30 p.m.

The University Police department may provide transportation, Monday through Friday, for students seen at the Health Services and referred for x-ray, to the hospital, or to certain consultants after evaluation by the Health Services staff. Arrangements must be made in advance through the Health Services secretary. This service depends on University Police availability.

*If an emergency situation arises on campus, University Police would treat that situation as their priority and medical transports would be cancelled during that emergency.  The student may want to consider a backup plan in the event of a medical/police emergency

An elective purchase insurance plan is available to University students. However, University-sponsored insurance covers referrals only when made through Health Services; it does not cover self-referrals. Special consideration is given in case of a serious emergency or accident that cannot be handled at Health Services and also during periods when Health Services is closed. For specific benefits, students should obtain a current brochure available at Health Services or visit www. chpstudent.com

Intercollegiate athletes are covered by an insurance plan administered by the University for athletic injuries sustained while participating in University-sponsored sports programs. Individuals (or their insurance providers) are responsible for the first $1,000. The Millersville University athletic policy is a secondary policy that pays only amounts not paid by the student-athlete's other insurance after the $1,000 deductible has been satisfied.

The person on duty at each Resident Hall office will accept stamped outbound mail and mail addressed to other on-campus locations.  U.S. Postal Service mailboxes can also be found at various locations on campus.

Letters and packages weighing less than one pound may be mailed from the University Mailroom located in the Boyer Building .  On campus, stamps are available at the Mailroom and the check cashing center in the Student Memorial Center .

All letters and packages can also be mailed at the Millersville United States Post Office located at 431 North George Street .  Current Federal regulations require that all stamped mail pieces weighing one pound and over must be accepted and inspected by an United States Postal employee and mailed from an United States Post Office.  The University's mailroom is staffed by university employees, not federal postal employees.  Campus mailroom staff will weigh your package and advise you if they can mail it for you.

NEWS SERVICES

If you are elected to an office, make the dean's list, join the band or play on a varsity team, your hometown newspaper (unless it is a large urban daily) probably will want to know about it. The University sends news announcements of student achievements to hometown newspapers on a regular basis and most of them are printed. This service is provided by the University Communications & Marketing office located in Duncan Alumni House. You can help by filling out a publicity information form, which is included in the "New Student" booklet sent to all incoming freshman & new students.  If you failed to receive the booklet, please drop into the Communications & Marketing Office and fill out a publicity card. If there is a major change in your life or in your parents' (names and addresses of parents are usually included in the news releases), please stop into the office and update your card or call 872-3586 to do so. When your organization installs new officers, please call the communications & marketing office secretary and inform her. News items like this are also of interest to hometown newspapers.  She can be reached at 872-3586

In addition, if your organization is involved in a project or program that would be of interest to the Lancaster community, the communications & marketing office is happy to release information of the activity to the local newspapers and/or radio and TV stations. This office, located at Delaware House, sponsors student projects, training and programs geared toward building a more inclusive University atmosphere. TELEPHONE SERVICES

Telephone services are provided in each resident hall room. This includes unlimited local calls and voice mailbox service. Residents must bring their own touch tone phone (one per room).

In order to place long distance or directory assistance calls, students need to obtain a calling card from the telephone company of choice.  Students also have the option of placing outgoing collect calls from their dorm lines.  Prepaid calling cards can be purchased at the University Store.

UNIVERSITY POLICE

The purpose of the Millersville University Police Department is to provide a safe and secure environment for all members of the campus community. The University Police Department is located at Lebanon House, 237 North George Street with the main entrance in the lower level of the rear of the building. The office is handicapped accessible. Staff members are on duty for campus protection and service, 24 hours a day, 365 days a year. The Department is composed of a Chief, two Lieutenants, a detective, nine patrol officers, and two security officers. To reach the University Police for an emergency only, dial 3911 from any campus telephone. All police business or service calls should be directed to 872-3433, or 872-3432 for the Parking Division.

All members of the University Police have completed the same extensive training as municipal officers and are certified by the Commonwealth of Pennsylvania . The University Police possess full police authority and powers of arrest on all properties of the Commonwealth. 

University Police are responsible for the enforcement of all campus regulations and laws of the Commonwealth of Pennsylvania . Officers investigate criminal activity, appear in court as prosecutors for the Commonwealth, provide building security, work with other police departments and conduct crime awareness programs. University crime statistics are published yearly and are available on request.  The Daily Docket of all incidents reported to the University Police is available during normal business hours at the Police station. 

Responsibility for administering and enforcing automobile regulations at Millersville rests with the University Police. Both the Pennsylvania Vehicle Code and University traffic and parking regulations are enforced on campus properties. Violators are prosecuted. 

All students must register their vehicles with the University Police and display the appropriate parking permit. Copies of the University parking regulations are distributed when a student registers a vehicle, on the University Police website, or upon request. Due to limitations on resident parking spaces freshman resident students requesting permission to have a vehicle on campus will have permits issued through a lottery system. Special permission for military or medical reasons MAY result in the immediate issue of a freshman resident parking permit. Please check with the Parking Division for additional information for military or medical reasons only. Visitors must obey all parking regulations. Visitor permits are provided on a temporary basis, free of charge, through the Parking Division.

In addition to criminal law and traffic enforcement, fire and safety regulations are monitored by the University Police. Officers answer fire, burglar and other alarms. They direct vehicular and pedestrian traffic at special events. They provide coverage for sports and other events and security for visiting dignitaries. They present talks to the public. University Police also provide transportation for students to nearby hospitals and medical facilities when scheduled through Witmer Infirmary.
